I just got back from doing my rounds today and on my journey I noticed a GSC2living in a cage no more than 1.5 foot in diameter and 2 foot high,the poor thing can't even spread its wings properly.It has no toys and lives in the bottel store day and night,When I spoke to the owner he said it never comes out of its cage and hangs on the bars alday.he does seem to be in quite good condition though.I offered to buy it but he won't sell it for what i can afford and the spca say that they don't deal with parrots as the don't have staff trained in this field.what should i do

See if the owner is acceptable to improving the birds living conditions with a larger cage, toys, etc. That is after all, the goal to improve his living situation. Maybe eventually having a play area in the store were he can get out of his cage (out of reach of customers of course).
